Email verification times out and blocks account creation

Email verification times out or loses connection, and after the failure the account can no longer be created or verified. The failed verification state blocks signup entirely, preventing access to sign-in-gated support resources. Verification should either succeed reliably or allow retrying without permanently blocking account creation.
