Catch spam accounts and photos earlier

A spam account posted a photo that promoted an outside site instead of boots. Several members reported it before it came down.

It would be great if Patina Project caught spam sooner, for example by holding or hiding a new account's posts once it gets a few reports, or by flagging obvious spam links before they go live.
